Understanding and managing accounts

In this chapter, we mainly introduce how to perform Starcoin account management, on-chain transactions, multi-signature accounts and multi-signature transactions, reset account private keys, etc. through CLI commands. The second half mainly introduces how to use Starcoin's browser wallet StarMask and how to use Starcoin's blockchain explorer.
